Make sure that the following programs are linked to $TOOL/Posix/...
"bash", "cat", "cp", "diff", "echo",
"egrep", "fgrep", "find", "grep", "gzip", "ln", "ls",
"make", "mkdir", "mv", "ps", "rm", "rmdir", "sed",
"sh", "sort", "tar", "touch", "uniq", "wc"
The script that handles .idl files calls $TOOL/Posix/touch to create the file
vco20_i.c.

P.S. The programs get called as $TOOL/Posix/... because we cannot rely to have them in
the PATH on Windows.
