and TOOLS sources under Windows "just out of CVS".

There doesn't exist a master Makefile for windows yet. It's probably not that difficult to create:
- create all the individual targets in sys/src/base, most have makefile.w32 or something similar
- run imf alltools
but it hasn't been done.
