How exactly would you administer the db via a browser if the webtools were not installed on the server with the sap-webserver running?
You can administer all you databases in the network from one webtools installation (provided the sapdb port is open)

I would like to be able to admin the server db using these tools but I must also be able to restrict access to the tools...does the sap-webserver allow you to configure access restrictions or must we use Apache?
The only restriction is having to login using the dbm user and password.
