Ok, I found the bug.
There must be links to /etc/odbc.ini and /etc/odbcinst.ini
in the following directorys:
        /home/[user] (only odbc.ini)
        /usr/local/etc/
        /usr/spool/sql/ini/
        /etc/unixODBC

There must also a link to /usr/lib/libodbc.so in the directory
/usr/lib.

I compiled the unixODBC-2.2.3 Driver from the website (www.unixodbc.org)
an now I can use SAPDB and ODBC in OpenOffice with SuSE Linux 8.1
