On Windows, the database can be started as a service after the boot. It is therefor useful to specify by the RESTART_SHUTDOWN parameter that the database should start in online mode.

On Unix/Linux, the database has to be started via dbmcli commands where you can specify whether the database goes to admin or to online mode. So this parameter doesn't really add anything.
