Here are important informations (i havent found  in documentation)

For a correct ASCII (your app)->UCS2 (driver manager, implicit)->ASCII (ODBC driver for ASCII-kernel) conversion chain you need a driver with
codepage support. Please use the current available 7.4-ODBC-driver
for this purpose. It takes the active codepage from the system for
conversion.

Which system - the system where DB server runs or client side os.
My test shows that this not works at all (in polish version / NT4 PL - database compares only small and upper separately but Upper/LOWER function is still unusable (condition UPPER(FIELD1) = UPPER(FIELD2) not works, SELECT ..., UPPER(Field1) also not work).

By the way - could you write some kind of "white paper" which describes
step by step creating and possibilities in this context - how comparision, conversion is done (not everybody reads source code).
