The explanation for -708 is :

The database exists, but it is in the startup or shutdown phase, with the result that 
a connection cannot be established at the moment.

, but anyway :

the 'DBM' (as created by default by db manager) is 
an administrative account which cannot connect via *dbc.

use the sysdba account to connect and create 'ordinary' users then.
