To upgrade the SAP DB Loader to 7.4 in a 7.3 release is not recommended because the SAP DB Loader is release dependent in the use of internal runtime routines. But you could use the newest 7.3 release (right now we released 73.00.32) and simply replace the server component (lserver.exe if NT or lserver if Linux) and the client component (repmcli.exe if NT or repmcli if Linux).
