Run 'regedit' and look under HKEY_CURRENT_USER/Software/SAP/SAP DBTech/Applications/Database Manager/Tree There are stored the folders you have define in the Database Manager. Look in all folders to the entries DB1-DBn. It there are a database twice in one folder then delete one of the entry DBx. After this the Database Manager should restart able again.
