Set it up by going to admin, then look at "Shop" section, and then "Store Configurations"
The site logs a warning whenever you start it up without a store config. We try to be careful about "warning" level log messages, and you should always resolve them when you see them, or the store won't work properly. Basically, "NullConfig" is just there to get the shop working enough for you to finish configuring it.
