I'm updating my Finnish translation for Satchmo, and it seems that the
structure of .po files has changed. On Dec 16 2008 in changeset [1836]
the locale files were split into app directories.

The documentation doesn't reflect this change yet, and the backwards
incompatible changes page for post-0.8 just briefly mentions it.

Some strings appear in multiple Satchmo apps. Doesn't the split-up
complicate maintaining translations? A corrected string now has to be
checked for in 21 .po files instead of one. If you fix a translation
in only one app, the old version might still display. App ordering in
INSTALLED_APPS affects this behavior.

An example: The plural verbose string for the Category model is
defined as "Categories" in the 'product' app. I corrected the Finnish
translation in django.po for that app. In admin I still see the old
translation, since the 'satchmo_store.shop' app uses "Categories" as a
title in the search page template. The 'satchmo_store.shop' app
appears before 'product' in Satchmo's example settings.

Did the split-up provide benefits which outweigh the inconvenience I
described? I didn't find any tickets or discussions related to the
changeset.

The solution for maintaining .po files I'm considering is to still
maintain one big .po file and split it up after each change. Does this
make sense and do the gettext tools provide helpers for splitting?
