Login to your shop admin. If you mean percent tax by area/country: --Find the admin section for 'Tax Rates' -- this is where you define areas and their tax rates as a percentage.--Then, via the admin link for 'Edit Site Settings' you want to switch to Area/Country in the Tax Settings area
If you mean a flat percent tax for the shop: --Via the admin link for 'Edit Site Settings' you want to switch to Percent and Save. The page must be reloaded, and it will provide you with an input under Tax Settings for Percent Tax (useful if you are only selling within a specific location where there are no tax differences).
