For what it's worth, I don't think there's much of an issue with regard to
accepting or not accepting patches into Satchmo.
Like any other open-source project (or at least like the vast majority),
Satchmo is developed and maintained on volunteer hours. So, development can
only progress as that time is available to invest in reviewing patches,
applying them locally (ensuring they apply cleanly), and rigorously testing
them to ensure there are no unintended negative side effects. This is a
standard practice of every open source project I've known in the last
decade.

Let's not forget that the Satchmo devs need to have a life outside of
Satchmo, too. ;)
