I'll just chime in to say that this doesn't exactly tell us what has gone wrong and how to fix it. Reinstalling an OS is one of those "solutions" that doesn't really solve anything.
It would be nice to actually track this down, but I can't seem to duplicate it. I am on OS X 10.5.7.
