I've got an idea.  Mention what you downloaded that caused the problem
and from where you downloaded it.
Coders tend to lack empathy.
Submit a bug report in the discussion group without mentioning what
you downloaded and from where you downloaded it, and there is
absolutely no empathy.

I made a guess that you grabbed the 1.3-0 .tar.gz.
It's lacking the ez_setup.py

If you'd followed the URL Günter Walser gave, you would have
ez_setup.py.  If you had then placed that in the source directory, the
install would have "Just Worked."
If you'd obtained the source from mercurial, you would have an
ez_setup.py and the install would have "Just Worked."

However, there is something missing from the setup.py leading to
problems with the sdist.
