Unless I am misunderstanding something I think Product Categories should have an "Active" check box. There is a use case where setting up a complex category may take several days but the shop owner doesn't want to display it until it is complete or where the category is "seasonal".
Furthermore, if all the products in a category are marked in-active and show_empty=False (satchmo_category.py) the category still displays but with no contents. It also means that a product that exists in more than one category, but is active in just one, forces all the pertinent categories to be displayed with contents.
