I haven't had time to look into this in detail but it doesn't look like the chosen payment method is passed to the shipping module. It probably would make sense to do this & I don't think it would be too hard. Right now only the cart and the contact are passed neither of which know about the payment method.
I'll think about if there are other options but right now I don't think it's possible without modifying the Satchmo code in some fashion. You may be able to do something in the templates but I'm not sure that would work too well.
