This sounds like it may be related to an issue I reported some time
ago:

If so, Dave's problem would have nothing to do with his custom model,
but only with the fact that there are no shippable items in the
order.
Dave, perhaps you could try the workaround I suggested there. Watch
out for the double-brace glitch on the BitBucket page -- I mention it
farther down.
