Yes, it is intended for that, although Satchmo-users is only marginally
interested in such a discussion.
I know there aren't a lot of docs. But the code is short and quite
readable. You give it a list of "SKIN_DIRS" and then it looks in those dirs
for config files.
The config filesa are json formatted. just make a "CONFIG.json" file in
each skin directory with something like this:

"name": "My Skin",
"author": "You",
"css": [{"media"}: "screen, projection", "file" : "css/skins/base.css"}]
}
Once you make a CONFIG.json file, the skin system will find your skins.
