Are you seeing this in the production or sandbox environment. It is supposed
to clear out the cart regardless of whether the user logs in or not. I
believe several people have noted that the sandbox is not reliable and that
production works for them.
The relevant code is:
for cart in Cart.objects.filter(customer=order.contact):
cart.empty()
which is looking for the contact which does not have to be a logged in user.
