is there a way just to sumit an order w/o payment? I've got a client
that wants to still use the shopping cart but call the customers and try
to upsell and take payment over the phone.

If you're asking how to add modules, make sure they are in the
INSTALLED_APPS and are enabled in /settings
Once this is done, and there are more than 1 enabled, Satchmo will
present the list of available options on the first screen of the checkout.
