I'd like to set up a special workflow for when packages are too large
to be sent by my regular mailing system.

The main idea is that when the package is too big, instead of
confirming their credit card info, the user will be issued a message
that says: "The item you ordered is too big, we will contact you
shortly to arrange shipping and inform you of the final shipping
cost", then the store clerk or someone will get an email informing
them of this, they'll tell the buyer their options and prices, fill in
some form, and end up sending the buyer a new link to the credit card
info form, which should then be updated with the full shipping info.

Any tips on where/how should I hook this kind of behavior, and what
steps will I need to follow to implement it? Or does anyone know of a
better solution for this kind of situation?
