* Remove version from bash-completion build dependency, nothing older in
the archive.
* debian/copyright: switch formatting to Copyright-Format 1.0.
* Update years of packaging copyright.
* Set Standards-Version to 3.9.4 (no changes).
* Bump debhelper compatibility level to 9.
* debian/rules: make build non-silent.
