interested in the Wiki route due to the features programs like Savane and
Gforge have. I wouldn't need CVS, but I would need document management. Would
Savane be overkill for this type of project?"

It depends but I think it would be a lie if I was telling you that Savane is
designed to organise documentation. Savane is mainly a group issue tracking.
It is helpful to manage task/issues that group of person are in charge of, it
is helpful for these persons to interact with the users they are in charge of.
If you only need collaborative building of a web area (documentation) I think
what would probably be the most useful is a versionning system (like CVS; but
I acknowledge CVS is not suitable for every kind of users). If you have no
need for issue tracking, I do not think Savane would be suitable.

While I'm usually quite reluctant to recommend wikis, in your case it may be
the best option, if you do not want to use directly a versionning system
(which is probably a must have on any collaborative project).

Well, Gna! is running on Savane. So it can gives you a slight overview. But
apart from that, there's no hosting system/provider that we know that provides
Savane for other uses than free software development (GNU Savannah and Gna!)
or internal software development CERN).
