Hello, I'm not sure to understand why it would be required (I did not get into specifics of the attached mail). To avoid backing up stuff in an incoherent state? I do not know exactly if this risk is real or only theoretical. But it looks obvious that it would mean lowering availability of the repositories for the developers - because it would locks the repositories everyday and because CVS tend to remove uncleanly locks it creates.
