While it is up to the project admins to decide how and whether they
want to be notified, I guess we could add a 'Notify all admins' option
enabled by default on project creation.
What do you think?
As for existing projects, maybe we could directly warn the admins or
post a news item.

Thanks for the info.
You misunderstood my second part - it is not that the GNU Chess
support does not notify me of support questions when I ask it to.
It is that before I asked it to, it would notify "no one" of
outstanding support requests, and so a request from earlier in the
year went unanswered. I doubt we are the only project in this
position.
