I propose to remove it completely and to replace it by a flag in the trackers "looking for someone" (or something like that), so people would be directed to a concrete mean of contribution. It should not be very complicated to add. The "looking for someone" field/tag/whatever it looks like should include a mean to mention software the helper should be familiar with. So it could be used to pass the information to the right persons, if they filled their knowldegde personal information.
