I think that we should make a second release once the german translation is complete.
There is no point in letting people getting the 1.0.0 while significant addition has been made, and I consider german translation as significant. A new release is just making a tarball, putting it online and making an announce on freshmeat. (I'm in favor of a short release cycle) I recommend to update the ChangeLog.byversion everytime someone make a noticeable commit (more than a typo or trivial bugfix). The ChangeLog is automatically generated by cvs2cl.
