But you are not a normal user, you are a developer.

It is the contrary: you can do (setting the status) a normal user can't.
Plus, you must do it.
Anyway, this is not a bug, it is the way I configured the tracker of this
project because I want item to have a statut set, even to needinfo. I expect
all developers of the team being able to know if the problem they are
reporting needinfo or is confirmed. :^P
