I am not able to reproduce this on the trunk but I was able to reproduce it
on LCG Savannah. Right there, if you simply submit a followup while
non-logged in the SR you mentioned, you'll reproduce this bug.
I find such bug a bit puzzling. Maybe you something messed up on the
installed version at LCG Savannah, some changes you maybe did for testing
purpose and left over.
