GForge is GPLed and is a Debian package used by http://alioth.debian.org For GForge AS, sure, it's closed source, I don't use.
I wouldn't recommend to switch to GForge, eventually for the tracker contributed by Xerox, you may prefer in Savane. I personnaly think it would be a good idea to merge all Forge effort, but it's not so easy as they diverged in in the time. At least it may be possible to share translations as GForge switched to gettext as Savane did it long time ago. I try to incite Xerox to publish again, and hope it will happen. For mysql you may prefer on postgresql, support was recently added in GForge. Eventually I would help to work on a common debian packaging.
