No, it's only a default value.
Apart from that, this is not a bug but a feature, no kidding :)
In fact, now, comments are restricted, and they are by default similarly as
the post. By default the task tracker is reserved to members... and so non
members cannot post comments.
I admit in this case it's not very convenient to have by default the same
policy for comments and post. Maybe we could change that so the defaut gets
for this peculiar tracker to allow logged-in. But then it would somehow be
bizarre in the overall.
