Details:

      # Default locale and date formatting.
      # Ex: "fr_FR", "Y-M-d H:i"
      # our $sys_default_locale="fr_FR";
      # If you want to use the default locale formating, comment out
      # our $sys_datefmt="";

This is not really documented at all.  After some digging around, it appears
to me that no value of $sys_default_locale can be used that does not appear
in .../frontend/php/include/i18n.php
If this is the case, savannah.conf.pl should say so explicitly, so that
people like me don`t attempt to put something like en_CA in this variable.
