Savannah is designed to protect and preserve data, not lose it.

It is not possible to have a perfectly "clean" project, just like it is not 
possible to get a perfectly "clean" CVS repository in the long run :)

We recommend instead to use new CVS modules, and close/categorize noisy 
trackers items.
