Original Submission:  Whenever someone attachs a file to a bug, a mail is sent 
containing attachment description and a link to it.
however the link is broken because html-escaped, like in:

<code>http://savannah.nongnu.org/bugs/download.php?group_id=3592&amp;bug_id=2819&amp;bug_file_id=351
&amp; should be a simple &</code>
