Summary: Restriction on the size of the description of the project
Original Submission: There is a 40 character limit on the full name of the
project. That is annoying and against the GNU Coding Standards which says you
should not have any arbitrary limits.

I changed that on CodeX as well. Plus I added a pointer on a longer description
that members can fill in when they register the project.
