For Dan: Jaime dealt with all mail notification + viewcvs
issues so far, he knows more than any of us on the subject. He also is
the one dealing with people who happen to have troubles with these
subjects.

That is correct. Putting syncmail in /usr/local/bin might
indeed be a lot better than imposing to copy it into the CVSROOT. The
sources of it may still be accessed for information and people wanting
something very specific could go into the trouble of puting it in
their CVSROOT but that would not be mandatory.
