Why don't you just rename the symbolic links in site-enabled so that the
alphanumeric order of the link names is the order you wish them to
process in?

e.g.

cd $PATH_TO_SITES_ENABLED
mv vhosts-gnu.org 000-vhosts-gnu.org
mv vhosts-nongnu.org 001-vhosts-nongnu.org
mv audio-video 002-audio-video
