People who think that the GFDL has unsolved issues that should be fixed
are generally not willing to release their own works under the GFDL or
in a GFDL-compatible way...

Are you thinking about releasing a manual under the GNU GPL v2, when you
say "other solutions"?
If this is the case, I'm not aware of any significant issue with that
scenario.
GFDL'd manuals, instead, cause many many problems...
