Please note that PHP uses the Zend engine, which has a different license. Or at least that was true a few years ago. I do not know if it has changed.
If this is still true, then it is not enough for the PHP license to be GPL-compatible. The Zend engine license also needs to be GPL compatible in order to combine a GPL-covered program with the two of them.
