I think that Ward removed these directories at www.gnu.org, but he
meant someone to remove the subdirectories of these projects' Web
repositories at cvs.sv.gnu.org.

So if I had, say, /test under www-bg's web repository, any commit
there would replicate and propagate to http://gnu.org/s/www-bg/test/.
I thought that he meant exactly this as "CVS directories", and this,
presumably, will be handled (semi-)automatically.

If you can make them mapped to the new locations without creating
directories/files in the old locations, I don't see a reason for the
removal.  I saw something similar in the commits, so you've probably
already done that.  As for their contents (if any) -- it is useless,
so no concerns for removal/deletion.
(Disclamer: Another uneducated statement/guess).
