Well, I've updated some parts of the maintainers document and various
web pages regarding this over the last few years. I've just never
bothered rms with a complete set of changes about it, it never seemed
important enough.
The bottom line is, we shouldn't recommend or require (C), but we
shouldn't complain about it if it is present, either. Just one of those
things ...
