Now that Bazaar 1.14 is released, could we upgrade bzr.sv to it?

Reason for the request: we'd like to import the Emacs sources and start
playing around, to discover any process bugs before we do the actual
switchover. Bzr 1.14 is the first release with the level of repository format
that Emacs more-or-less requires.
