There's no CVS or version control for audio-video.gnu.org and there won't be, because we are moving it as you mentioned to MediaGoblin (progress is being made). The guiding theme here is to do what we need to do to enable the basics to be done (uploading audio and video files and updating the HTML pages), but not worry too much about fixing the poor system.
