The development branch is for developers, please do not expect support, we simply do not have time for that. Even the current savannah cvs trunk is currently unsupported. We did not released savannah for that reason. I have problems with the /account/change_groups.php skript where the user can do a request for inclusion. For that reason the $sys_pending_user_permissions[0] has to be 'P'.
