Details:
It would be nice if some default rejection notice, for instance as configured
at "http://lists.nongnu.org/mailman/admin/cvs-announce/privacy/sender", would
be sent when the moderator chooses to reject an email held for moderation.
I'm not sure if this is a bug, or would be a new feature. The mailman page
is unclear. It reads like this is how things are supposed to work, but might
have meant that the configured default notice is only sent for automatic
rejections.
