You're trying to get CVS over SSH access, aren't you?
savannah.nongnu.org isn't the correct hostname for that.
Try using cvs.savannah.nongnu.org:/sources/simulavr as the
CVSROOT (and use that hostname in your .ssh/config as well).
That way, accessing the simulavr repository works for me.
