Details:
In [1], Andreas Schwab points out that "bzr+ssh does not work with savannah,
it only allows sftp for pushing".
In [2], Stefan Monnier confirms this, and in [3] Richard Stallman recommends
we contact Savannah admins about it.
Can we please have bzr+ssh:// access work on savannah?
