It sounds to me that a certain mirror must be out of sync.
Other mirrors, for example
http://nongnu.askapache.com/dataexplorer/dataexplorer-2.91-bin_GNULinux_x86_64.tar.gz,
seem to have the file.
Are you still experiencing this problem? Which mirror is lacking this?
