Here's the complete answer:

Bzr repositories are initialized as such:

  system('mkdir', '-m', '2775', '-p', $dir_bzr);
  system('chgrp', $name, $dir_bzr);

So your initial repository is really just a directory, a place to push
repositories/branches.
